Keith Watkins Biography

Keith Watkins serves as the Sr. Vice President of Legislative Affairs and Rural and Development for the Arizona Commerce Authority (ACA). In his 12 years at the ACA, Keith has played a vital role in ACA’s efforts to advance Arizona’s rural economies as well as advising the Governor’s office on rural economic development issues and opportunities while also managing ACA’s legislative affairs. As the state of Arizona’s leading economic development agency, the ACA drives the state’s job growth efforts which have resulted in 214,000 new announced jobs that represent over $60B in capital investment to Arizona since the inception of the ACA.

Additionally, Keith has been instrumental in the state of Arizona’s broadband efforts in rural Arizona securing over $100M in funding to advance the effort to bridge the digital divide.

An Arizona native and graduate of the University of Arizona, Keith has 30 years of experience in the economic development and real estate arenas in Arizona.

Nicole’s Biography

Nicole Underwood is the Community Relations Project Manager for the Arizona Department of Transportation, covering Arizona's Northwest District in Yavapai County. For over a decade, Nicole has established herself as a communications expert, with expansive experience building community partnerships and providing resources for diverse stakeholder groups. She previously held public outreach/engagement, communication, project management and event production positions with Arizona State University, the American Red Cross/Phoenix Chapter and Roosevelt Row Community Development Corporation. Most recently, Nicole owned her own business, providing communication and outreach services to arts organizations, entrepreneurs and small businesses. She is proud to serve with ADOT and provide valuable information to local communities that help them get safely home.

Join us, May 4th at 8:30am to hear from Cindy Blackmoore & Maggie Tidaback from the Town of Chino Valley. They will be providing an update on the latest information in Chino Valley and answering questions from attendees. Breakfast provided by Eric Strobel - State Farm Insurance.

See their bios below:

Maggie Tidaback is the Economic Development Manager for the Town of Chino Valley. She grew up in the area and after graduating Prescott High School in 1996 she moved to Tucson to attend the University of Arizona, where she received her Bachelor of Arts in Political Science and a Minor in Spanish. Her past career life was in several facets of commercial real estate, to include business brokerage; specializing in the sale of restaurants and bars. Her background was a natural fit for economic development; especially with business recruitment, small businesses retention and expansion and her understanding of real estate. Having grown up in Prescott, she has deep knowledge and understanding of the Quad-City community.  Maggie graduated from the University of Arizona in 2000 and moved to Southern California for 8 years, where she began her commercial real estate career. She worked at some of the largest commercial real estate companies in the world to include CB Richard Ellis, Cushman and Wakefield and the Irvine Company. She moved home in 2008 when she was ready to start a family and get back to rural. Chino Valley has a myriad of challenges and opportunities and Maggie offers a unique blend of leadership, vision, knowledge and passion to create a better quality of life for her community.

Cindy is currently the Town Manager for the Town of Chino Valley. She has held that position since February of 2021. She has worked in municipal government for 25 years. The first 5 years of her career were spent as the Budget Manager for the City of Avondale. She then became the Assistant Public Works Director and then the Public Works Director. Cindy has spent her career proudly serving the public. Some of her most notable accomplishments include: Developing water and wastewater master plans that ensured adequate water resources and future infrastructure expansion needs, implementing innovative customer service plans focusing on meeting customer needs quickly and effectively and what she considers most important is being a collaborative leader who motivates teams to achieve great things and exceed customer expectations. Cindy holds a Master of Business Administration Degree and Bachelor of Science in Business Finance.

In her current role as Town Manager Cindy is focusing on building trust with the community through transparency and communication, building and maintaining necessary infrastructure- with a priority on road work throughout the town and holding herself and her team to the highest of ethical standards.
