Senior Vice President, Economic and Rural Development, Arizona Commerce Authority

Keith Watkins oversees the rural economic strategy for the Arizona Commerce Authority. Under his leadership, ACA has deployed over $6 million in rural investment grants and helped more than 60 businesses locate or expand in Arizona’s rural communities, creating over 6,000 jobs and over $542 million in private capital investment.

Prior to joining ACA, Keith worked in real estate and economic development, including time at the Greater Phoenix Economic Council, where he helped recruit hundreds of firms and supported billions in investment.

A third generation Arizonan and a graduate of the University of Arizona with a Bachelor of Science in Regional Development, Keith brings deep knowledge and strong statewide connections.

He will be giving us an update on state level economic developments, rural initiatives, and how Arizona’s business climate is evolving. This is valuable information for commercial real estate professionals throughout the quad city area.

Gilbert Davidson brings over two decades of leadership in local government, including serving as Town Manager for Marana and Willcox, and later as Chief Operating Officer for the State of Arizona under Governor Doug Ducey—overseeing 35 state agencies.

He holds both Bachelor’s and Master’s degrees in Public Administration from the University of Arizona, is a credentialed ICMA manager, and completed the Senior Executives in State and Local Government program at Harvard University.

Davidson also serves on several boards and commissions, including:
• Arizona Capital Source
• University of Arizona Foundation National Leadership Council
• Bio5 Business Advisory Board
• Past President – Arizona City/County Management Association
